Felix Omiunu Ovbude was born in Kafanchan in Kaduna State on 10th June 1953. He worked in the Ministry of Internal Affairs in 1972 and attended Federal School of Statistics Ibadan, 1973 – 1974. He proceeded to University of Ibadan in 1974 and joined the Nigerian Ports Authority as a Statistician II in 1977. He worked with the Nigerian Ports Authority for over thirty years from the position of a Statistician. He served as Head of Strategic Planning; Personal Assistant to Managing Director; Traffic Manager of Container Terminal Apapa and Port Manager Onne Port Complex Port Harcourt. He was appointed General Manager Operations East and served as General Manager Marketing Lagos and then General Manager Continental Shipyard Ltd at Apapa.

In 2003 he was appointed Executive Director Marine and Operations and retired as Managing Director - Nigerian Ports Authority Eastern Ports.

He served on various boards of some government agencies and parastatals and had delivered papers on the maritime sector at workshops and conferences locally and internationally. He was a pioneer lecturer on port operations at the Nigerian Institute of Transport Technology Zaria and also served as course facilitator on UNCTAD programme. Mr. Felix O.
